VA Loans in Clay County: Zero Down Near NAS Jax and Camp Blanding
By North Florida Mortgage · Published
If you serve or served and you are looking at homes in Orange Park, Fleming Island or out toward Camp Blanding, a VA loan is worth a serious look before anything else. It can mean no down payment, and for some veterans, no funding fee either. We cover VA alongside FHA, USDA and conventional for Orange Park and Clay County buyers, but VA deserves its own walk-through because so much of it is misunderstood.
Zero down, for real
A VA-backed purchase loan can require no down payment at all, as long as the sales price is not above the home's appraised value. To use it, you need a Certificate of Eligibility, you have to meet VA and lender credit and income standards, and you have to live in the home (VA, Purchase loan). On VA Form 26-1820, the veteran certifies occupying the home, or intending to move in within a reasonable period of time.
That last part matters. VA loans are for homes you will live in, not rental purchases.
There is no VA loan limit if you have full entitlement
A common myth is that VA loans cap out at some dollar figure. If you have full entitlement, meaning you have never used a VA loan or you paid off a prior one and restored your entitlement, there is no VA loan limit, as long as you can afford the payment and the appraisal supports the price (VA, Entitlement and loan limits).
Behind the scenes, VA guarantees a share of the loan rather than the whole thing. For loans closed on or after January 1, 2020, under the Blue Water Navy Vietnam Veterans Act of 2019, a veteran with full entitlement on a loan above $144,000 gets a guaranty of 25% of the loan amount (VA Circular 26-19-30).
If you have used your VA benefit before and still have a loan outstanding, you may only have remaining, or bonus, entitlement left. That amount is tied to the county conforming loan limit, and if it does not cover a 25% guaranty on the new loan, your lender may ask for a down payment on the difference (VA, Entitlement and loan limits). Worth checking before you assume zero down applies to a second VA purchase.
The one real cost: the funding fee
VA loans skip monthly mortgage insurance, but most borrowers pay a one-time VA funding fee, a percentage of the loan amount that can be paid at closing or rolled into the loan. As of the rates effective April 7, 2023, on a purchase loan it runs 2.15% on first use with less than 5% down, 1.5% with 5% or more down, and 1.25% with 10% or more down. After a first use, the fee is higher, 3.3% with less than 5% down (VA, Funding fee and closing costs).
The fee is waived entirely for a few groups: a borrower receiving VA compensation for a service-connected disability (or who is eligible for it but is instead receiving retirement or active-duty pay), a surviving spouse receiving Dependency and Indemnity Compensation, and an active-duty service member who shows evidence of a Purple Heart on or before closing (same source). If you are later awarded disability compensation retroactive to before your closing date, you may be eligible for a refund of the fee you already paid.
Ask about this before you assume the fee applies to you. It is the difference between a real cost and none at all.
Getting your Certificate of Eligibility
You do not need to track this down on your own. A COE can be requested online, through a lender using VA's online system known as Web LGY, or by mail, though mail requests take longer than the other two routes (VA, How to request a COE). We typically pull it through the lender system while we are running your numbers.
The appraisal is mandatory, and it is not just about value
A VA appraisal is required on every VA purchase loan. A VA-approved appraiser determines the home's reasonable value (VA, Home Loan Guaranty Buyer's Guide), and separately, the lender is responsible for confirming the property meets VA's minimum property requirements (38 CFR 36.4347). That second piece trips people up on older Orange Park housing stock in particular. A roof, HVAC system or safety issue that a conventional appraisal might not flag can hold up a VA file until it is repaired. Flag anything you notice during the home tour early, so it does not become a surprise at the appraisal stage.
Why Clay County sees so much VA activity
Clay County sits between two military anchors. NAS Jacksonville is just north of Orange Park, and Camp Blanding Joint Training Center, the Florida National Guard's main training base, sits in the county's southwest corner. VA eligibility is not limited to active duty. Veterans, and Guard and Reserve members with qualifying service, can use the benefit too, with a Certificate of Eligibility confirming exactly what you qualify for.
That mix is part of why sellers and listing agents across Orange Park, Fleming Island and Middleburg are used to seeing VA offers. It is a routine loan type here, not a novelty.
What to do next
If you have VA eligibility and have not used it, or you used it years ago and are not sure what is left, start with the Certificate of Eligibility. We will pull it, run the funding fee math against your actual numbers, and show you what a VA offer looks like next to FHA or conventional for the same Clay County home.
